The second Partnership Stakeholder Forum was organised by European Commission and ERA-LEARN and took place in Brussels, 5-6 December 2023. The event attracted more than 250 people that were able to take part in several workshops that addressed important topics namely, synergies between Partnerships and Missions, experiences, achievements and needs of the European partnerships based on the HE interim evaluation, the additionality and directionality of European Partnerships as well as openness and transparency and developing a coherent Partnership portfolio. At the same time, the future of partnerships was also discussed in detail both in terms of their selection process and their design under FP10 considering also their internationalisation and global links under the spectrum of strategic autonomy for the EU.

The Opinion of the Partnership Knowledge Hub (PKH) on the second batch of European Partnerships aims at giving advice to the European Commission on the selection of new candidate partnerships under the second Strategic Plan of horizon Europe, notably on the interpretation and the relevance of Horizon Europe selection criteria for Partnerships, as well as the relevance of additional issues to be considered in the selection process, on lessons learnt from the selection process of the first batch of European Partnerships, and on how to better design the selection process for European Partnerships.

In addition to the Grant Agreement it is compulsory for all beneficiaries to sign a Consortium Agreement. Each consortium has to define its own CA to meet its specific requirements. To support the preparation of your specific Consortium Agreement, ERA-LEARN provides a template for a model CA for co-funded Partnerships. The template is based on DESCA.

This report discusses the performance of France in relation to participation in European Partnerships (primarily focusing on the H2020 partnership), which is also compared to that of Germany, Italy, Spain and the UK.

Responding to its first task set by the Commission, the Expert Group for support of the Strategic Coordination process for Partnerships developed a methodology to allow the creation of evidence-based independent advice to the Commission on the development of the portfolio of European Partnerships, considering emerging R&I priorities, common challenges and EU political priorities that require orchestrated large-scale investments. Besides the methodology the report also illustrates how it can be used to analyse and assess the landscape of European Partnerships and particularly the Institutionalised Partnerships as indicated in the Expert Group’s mandate.

This report presents the results of an ERA-LEARN survey on some of the early organisational and national experiences in the creation and implementation of the European Partnerships (EPs). The goal of the survey was to collect information about the challenges and opportunities facing national and regional stakeholders in EU Members States and Associated Countries, in the process of development and implementation of the partnerships.

The aim of this policy brief consists of setting up a methodological approach to understanding translation of research into innovative outcomes. Studies on knowledge transfer and innovation processes often come across the idea of “the valley of death”, that is the critical phase where one step of the innovation process ends and a new one begins. In this perspective, one of the roles of partnerships is to bridge this valley of death by linking excellent research with technology and solution-minded business undertakings hence generating virtuous cycles of research and innovation. We selected three partnerships TRANSCAN, EJP on Rare Diseases and the Innovative Health Initiative to investigate how partnerships navigate the process of translating research activities into medical and health innovations for the benefit of patients, the European health systems and society. The variety of partnerships in the European medical and health system is a valuable asset for policy and for the health sector research and innovation.

The first Partnership Stakeholder Forum, organised by ERA-LEARN in collaboration with the European Commission brought together more than 250 on site participants, while more than 250 watched the web-streaming of the plenary and parallel sessions. This was the first get-together of the partnership community (including partnerships, Commission services, ministries national/regional funding agencies and research and innovation actors) after an interruption of 2.5 years due to the COVID-19 pandemic. This report summarises the key messages that were drawn from the discussions during the two days.

The EU Commission published a guidance on new opportunities to maximise the synergies between Horizon Europe and the European Regional Development Fund programmes. It covers legal and implementation details of all new opportunities for achieving operational synergies, including for the Seal of Excellence, transfer, cumulative funding, co-funded and Institutionalised Partnerships, Teaming, and upstream/downstream synergies including missions.
