On 25 September, the European Commission hosted a virtual workshop to facilitate the development of phasing-out strategies by European Partnerships. The workshop presented the process and guidelines established to support the partnerships on the preparation of their phasing-out strategy. This was followed by a question-and-answer session, the outcomes of which are summarised in this document.

This 10th annual report on Public-Public Partnerships has been prepared by the ERA-LEARN project team using data provided by the P2P networks. It commences with an overview of the strategic outputs of ERA-LEARN during 2024 and then provides a statistical update on the evolving P2P landscape in relation to calls, committed budgets and transnational projects. It introduces, where possible, data related to the Horizon Europe partnerships and acknowledges the wider landscape in which both Horizon Europe and Horizon 2020 Partnerships currently sit.

The Mutual Learning Exercise (MLE) on the Impact of European Partnerships on national R&I Systems was part of the Partnership Knowledge Hubs (PKH) work plan as a key element for mutual learning and sharing of practices within the PKH. Four pre-selected topics were addressed in two MLE workshops, which took place in Brussels on 11 to 12 March 2025 and in Vienna on 21 to 22 May 2025.

This new Country Report provides an overview of Italy’s participation in European Research and Innovation Partnerships, examining national strategies, engagement patterns, and implementation practices. It highlights Italy’s strengths, challenges, and distinctive approach to fostering both national and regional involvement in EU-funded collaboration.

This report analyses the current status of participation in European Partnerships in Slovenia. 

The Partnership Stakeholder Forum “20 years of European Partnerships: Reflecting on the past – Shaping the Future” brought together the whole community of Co-funded, Co-programmed and Institutionalised Partnerships’ stakeholders. The Forum in 2024 highlighted the achievements of the European Partnerships, while also addressing important challenges and strategic discussions on the way to the 10th Framework Programme.

The third Partnership Stakeholder Forum was organised by the European Commission and ERA-LEARN and took place in Brussels, 4-5 December 2024. The event attracted more han four hundred participants in person and online. The format of the forum included partnership pitches, panel discussions and parallel orkshops, engaging participants in highly interactive set ups.

This report analyses the current status of participation in European Partnerships in Austria.

Over the past twenty years, European Partnerships have evolved into an impactful R&I policy instrument. With over 30,000 participations and over 6,000 projects, they have addressed grand challenges through a broad range of transformation-oriented research and innovation activities. As a tribute to the achievements of this period, the brochure showcases more than twenty impact stories of Partnerships over their 20-year existence.

The second report on the ‘Performance of the European Partnerships: Biennial Monitoring Report 2024 on Partnerships under Horizon Europe’ (BMR 2024) aims to provide a strong evidence base to guide the implementation of partnerships and inform strategic discussions on the effectiveness of the new policy approach to European Partnerships and, where relevant, how this should evolve.

The Annual Report on Public-Public Partnerships 2023 has been prepared by the ERA-LEARN project team using data provided by the P2P networks. The report provides an acknowledgement and celebration of 20 years of Public-to-Public Partnerships, reflecting on how they have developed and grown over the last 20 years and the wider impact they have had. It also highlights the work of ERA-LEARN during 2023 and provides an updated picture of the evolving P2P landscape in relation to calls, committed budgets and transnational projects. The report celebrates the commitment of P2Ps over the last 20 years, the leverage effects of EU funding and the continuing national commitment to advancement of the ERA.

The guidance helps partnerships to develop their international cooperation activities considering relevant requirements and taking account of relevant opportunities and risks. It highlights 1) motivations and approaches for international cooperation and respective challenges, 2) describes new framework conditions for international cooperation in Horizon Europe and 3) aids the definition and development of international cooperation activities by European Partnerships.

Synergies are a crucial aspect of R&I policies and help tackle the “cross-cutting need to capitalise on the full potential of investments in R&I”, support “efficient public and private investments, capitalising on multiplier and leverage effects” and help close existing knowledge and capacity gaps and reduce trade-offs.

The second Partnership Stakeholder Forum was organised by European Commission and ERA-LEARN and took place in Brussels, 5-6 December 2023. The event attracted more than 250 people that were able to take part in several workshops that addressed important topics namely, synergies between Partnerships and Missions, experiences, achievements and needs of the European partnerships based on the HE interim evaluation, the additionality and directionality of European Partnerships as well as openness and transparency and developing a coherent Partnership portfolio. At the same time, the future of partnerships was also discussed in detail both in terms of their selection process and their design under FP10 considering also their internationalisation and global links under the spectrum of strategic autonomy for the EU.

The Opinion of the Partnership Knowledge Hub (PKH) on the second batch of European Partnerships aims at giving advice to the European Commission on the selection of new candidate partnerships under the second Strategic Plan of horizon Europe, notably on the interpretation and the relevance of Horizon Europe selection criteria for Partnerships, as well as the relevance of additional issues to be considered in the selection process, on lessons learnt from the selection process of the first batch of European Partnerships, and on how to better design the selection process for European Partnerships.
