Open Research Europe relaunched with broader publishing eligibility
Open Research Europe (ORE) relaunched in November 2026 with a new platform and expanded access for researchers across Europe. The no-fee open access service remains available for outputs from EU-funded and co-funded research, including European Partnership projects.
Originally launched by the European Commission in 2021, ORE is now hosted and operated by CERN. Its development into a collectively supported, not-for-profit publishing infrastructure and brings together the European Commission, national research funders and research organisations. The expanded eligibility enables researchers affiliated with research institutions in Austria, France, Germany, Italy, the Netherlands, Norway, Portugal, Slovenia, Spain, Sweden and Switzerland to publish without fees, regardless of whether their research has received national or European project funding.
For the European Partnership community, the existing funding-based route remains particularly relevant. Authors involved in EU-funded or co-funded research, including projects funded by European Partnerships, can publish outputs from ongoing or completed projects. At least one author must meet ORE’s eligibility criteria, meaning that eligible project teams can also use the platform when based outside the 11 countries covered by the expanded affiliation-based route.
ORE welcomes contributions across all research disciplines and accepts a wide range of outputs, including research articles, methods papers, study protocols, data notes and software tool articles. Negative findings and confirmatory results are also welcome, providing opportunities to share research throughout a project’s lifecycle.
The platform follows a “Publish, Review, Curate” model. Articles that pass initial editorial and integrity checks are published before undergoing open peer review. Review reports and reviewer identities are made public alongside the article. Publishing is free for eligible authors, and all articles are freely accessible to readers.
An ORE launch webinar on 1 December 2026 will introduce the platform’s eligibility criteria, article formats and publishing process.
