Key Findings and Highlights:

  • Remarkable Participation Growth: Portugal has successfully expanded its engagement in transnational partnership networks across successive European Framework Programmes, growing from a participation share of roughly 40% in FP6 to an exceptional 95% participation share in relevant partnerships under Horizon Europe.
  • 10 Times more Funding: In Horizon Europe, Portugal increased by almost 10 times the amount that was committed as pre-call budget for the Horizon 2020 Partnerships (from €34 million to € 323 million)
  • Seamless National-to-European Strategy Integration: The overarching "Portugal 2030" Strategy and the National Smart Specialisation Strategy (ENEI 2030) explicitly prioritise strategic internationalisation. These frameworks tie domestic funding mechanisms to core Horizon Europe themes, focusing extensively on the digital transition, circular bioeconomy, green energy, and blue economy initiatives.
