ITRE Committee to vote on Horizon Europe 2028-2034 in November

The European Parliament's Committee on Industry, Research and Energy (ITRE) is scheduled to vote on key legislative proposals for the next Horizon Europe Framework Programme (FP10) on 10 November 2026. The votes represent an important step in shaping the future EU research and innovation landscape, including the framework for European Partnerships.

According to the published agenda, the ITRE Committee will hold electronic votes between 16:15 and 17:30 CET in Brussels, covering three key legislative proposals:

  • Horizon Europe Regulation 2028-2034: Adoption of the draft report by rapporteur Christian Ehler (EPP) and a vote on the decision to enter into interinstitutional negotiations.
  • Specific Programme implementing Horizon Europe: Adoption of the draft report by rapporteur René Repasi (S&D).
  • European Competitiveness Fund (ECF): Adoption of the draft report by co-rapporteurs Christian Ehler (EPP) and Dan Nica (S&D), alongside a vote on the decision to enter into interinstitutional negotiations.

The votes will be particularly relevant for the future of European Partnerships, as the legislative framework will shape their role, governance and implementation within the next EU Framework Programme.

Following the ITRE Committee votes, the proposals are expected to proceed to the European Parliament's plenary on 23 November 2026, marking another important step in the legislative process. Following Parliament's approval of its negotiating position, trilogue negotiations with the Council of the European Union and the European Commission are expected to begin.
