Horizon Europe 2028-2034: rapporteurs share compromise texts ahead of ITRE vote
Christian Ehler and René Repasi, the European Parliament’s rapporteurs for the Horizon Europe Regulation and its Specific Programme, have shared the compromise texts ahead of the committee vote. The documents reflect an agreement at shadow-rapporteur level, but have not yet been adopted by Parliament.
For European Partnerships, the compromise proposes a maximum of 35 initiatives at any one time. Each partnership would need a shared Strategic Research, Innovation and Deployment Agenda, backed by substantial commitments from the partners. The Commission would report to Parliament and the Council on the partnership portfolio every two years, and an independent evaluation would be required before any renewal or extension.
The texts also address Horizon Europe’s relationship with the proposed European Competitiveness Fund (ECF). Collaborative research under Pillar II would retain its own Horizon Europe work programmes and governance. Partnerships could implement funding from other EU programmes, but their Horizon Europe funding would remain reserved for research and innovation.
The compromise proposes an overall Horizon Europe budget of approximately €200 billion in current prices. It does not set an overall funding allocation for European Partnerships.
ITRE is scheduled to vote on the Horizon Europe Regulation, the Specific Programme and the ECF on 10 November. A plenary vote on the Specific Programme is provisionally listed for 25 November.
