ERRIN calls for a stronger role for regions in future Joint Undertakings

The European Regions Research and Innovation Network (ERRIN) has published its input to the European Commission’s Call for Evidence on the future Single Basic Act for Joint Undertakings under Horizon Europe 2028-2034. The contribution brings a regional perspective to the debate on future Joint Undertakings.

ERRIN says that future Joint Undertakings should evolve beyond their current model. They should become more open and connected to regional innovation ecosystems, as well as being more closely integrated with broader EU policy objectives and funding instruments. According to ERRIN, Europe will only maximise the impact of its research and innovation investments if regional and local authorities, innovation ecosystems, and place-based actors are recognised as strategic partners rather than merely implementers.

The document was co-created with some of the 130 regions and their innovation ecosystems within the ERRIN membership. It focuses on four key cross-cutting areas:

  • Strengthening policy coherence: connecting Joint Undertakings with Europe’s strategic priorities
  • Shaping a governance model that recognises regions as strategic partners 
  • Improving accessibility and openness of Joint Undertakings 
  • Building stronger links between Horizon Europe and the European Competitiveness Fund, and other programmes
