1st Annual Report on P2P Partnerships (2015)

Report
The 1st ERA-LEARN 2020 annual report on public-public (P2P) networks in Europe covers the 18 month period from the start of Horizon 2020 in January 2014 to the end of June 2015. It also aims to present the cumulative and emerging position on joint calls since the launch of the P2P movement in 2003 including not only the ERA-NETs but also the Article 185 initiatives and the Joint Programming Initiatives (JPI).

The Brief draws on the results of two strands of research:
- Strand 1: advanced statistical analysis of existing evidence and data collected through the 2013 IPTS NETWATCH impact survey (Doussineau, et al. 2013), the Commission’s surveys carried out annually (Niehoff 2014; Bertrand and Niehoff 2013; Jekova and Niehoff 2012); and
- Strand 2: a small scale survey based on interviews of JPI members (26 in total).

Definition and Typology of Alignment

Report
The Report on the definition and Typology of Alignment recommends to adopt a common definition of alignment in a public-public partnership (P2P) context based on the definition elaborated in 2014 by the High Level Group for Joint Programming (GPC), and proposes a typology (i.e., classification) of alignment actions and instruments currently in use in Europe. This typology will form the basis for developing a more in-depth assessment of current alignment approaches. The report is based on a review of existing literature and P2P practices as well as on inputs received during the Workshop on the Practical Implementation of Alignment: Learning from Good Practice held in Brussels on 29 September 2015
