2014 Biennial Report of the High Level Group for Joint Programming (GPC)
This Biennial Report marks the transition from the ”start-up” phase to a more mature phase of the GPC life cycle. While the “start-up” phase was mainly dedicated to the identification and selection of the proposals for Joint Programming Initiatives (JPIs), to the launch of the 10 JPIs and to the production of a set of Voluntary Guidelines for implementing the framework conditions for joint programming, the current phase aims at consolidating the strategic role of the GPC as a forum for Member States, Associated Countries and the Commission to oversee the Joint Programming Process. This function corresponds to the wish expressed by the Council to see alignment of national strategies, priorities and research programmes with the jointly agreed strategic research agendas, in order to tackle major societal challenges.

Alignment Mapping Report
This alignment mapping exercise builds on an online survey that was formulated by the GPC implementation group for alignment and improved interoperability, in communication with GPC and the JPIs. The survey was open June to September, 2015 and 22 completed questionnaires were collected. One submission was accepted per GPC member or observer country.

Final report of GPC Implementation Group 1: Fostering and mentoring JPIs
GPC Implementation Group 1 (IG1, “Fostering and mentoring JPIs”) was created to:
- Implement the recommendations of the GPC Working Groups 1 “Fostering the relationships between GPC and the JPIs” and 2 “Framework Conditions”
- To establish a forum for exchange of information/and coordination between JPIs and between JPIs/GPC/European stakeholders
- To work towards the advancement of implementation of the Framework Conditions

Final report of GPC implementation group 2: Alignment and improving Interoperability
The GPC implementation group for alignment and improved interoperability, IG2, was given the task to ”develop strategies, instruments and methods to boost alignment from both the Joint Programming Initiative (JPI) and the member/associated states (MS) side with input from JPIs, MS, the European Commission (EC) and other stakeholders”. The work is based on the GPC alignment working group report from 2014 and focuses on the governance from the side of the member/associated states. National alignment is a precursor to effective cooperation at the European level. Preparing the national system for European partnerships is also a key factor for less frequently represented countries to be able to join additional JPIs.

Final report of the GPC Working Group on Measuring JPIs Progress and Impact
This Working Group’s (WG) mandate was to:
- give suggestions for measuring the progress of JPIs (monitoring dimension)
- give suggestions for assessing the impact of JPIs (ex-post evaluation dimension)
- contribute elements for the Terms of reference of the JPI strategic evaluation foreseen by the Commission in the Horizon 2020 Work Programme for 2014-2015.
The group decided to build on the work on Evaluation of JPIs which was undertaken by the Coordination and Support Action (CSA) 'JPI to Co-Work' with the collaboration of nine of the 10 JPIs. It also recruited the CSA coordinator and experts involved in the CSA to validate the quality of its suggestions.

GPC - Opinion on the Future of Joint Programming
On 6 June 2017 the High Level Group of Joint Programming (GPC) adopted its Opinion on the "Future of Joint Programming to address societal challenges". The Opinion aims at identifying the major challenges and proposing measures for future development, both in view of the mid-term review of Horizon 2020 (H2020) and the preparation of the 9th Framework Programme (FP9) for Research and Innovation.
For the future, the European Joint Programming Process should be considered with a wider perspective by including, where relevant, other Public-to-Public Partnerships (P2Ps) such as ERA-NETs, EJPs and Art.185 Initiatives. The overall principle of all these forms of collaboration should be a true and deepened partnership between Member States and Associated Countries (MS/AC) and the European Commission (EC) to jointly face the next decade's SCs with a global perspective. The GPC therefore proposes
- to develop an overarching approach for the JPP in the broader context of strategic, mission-driven research and innovation in Europe.
- to further enhance and broaden the commitment and participation in P2Ps in order to ensure their sustainability and to promote national and European coordination, involving both funding and performing organisations.
- to consider a "JP roadmap-model" with regular evaluations in order to get predictability and sustainability for all relevant P2Ps.
- to pay close attention to, and monitor the impact of, P2Ps on alignment and added value for science and society at a national, European and global scale.
The Opinion was prepared following an open consultation and collaboration between the GPC, the ten JPIs, the EC, as well as a broad spectrum of national and international stakeholders.
