Introduction

The choice of applicable and appropriate procedures may depend on the individual setting, e.g. expected number of proposals, basic research or applied research, the chosen funding mode or national programme requirements. In any case the overall target of the evaluation must be the selection and funding of the best proposals through transparent systems that are convenient for funding organisations and applicants. A reliable commitment of the participating organisations to the agreed evaluation procedures is essential for the successful call implementation.

In particular the following aspects need to be covered when planning the evaluation:

  • Evaluation procedures including eligibility checks
  • Evaluation criteria and scores
  • Finding and assigning evaluators (and observers)
  • Necessary meetings
  • Agreement on how to distribute EC top-up funding (if co-funded by EC)
  • Compiling and endorsing evaluation results
  • Communication of results to applicants
