Draft Report: Coherence and Synergies of candidate European Partnerships under Horizon Europe

The European Commission has published a draft report on coherence and synergies of candidate European Partnerships that takes into account inputs from Commission services that are involved with partnerships.

The aim of this exercise is to develop a common understanding on operationalising coherence and synergies and make sure they are fully reflected in the next steps of preparation.

New Website on European Partnerships by the European Commission
After publishing a new website section on European Partnerships (end of May), the European Commission has started to replace some of the fiches of the Candidates for European Partnerships with full proposals. Up to now 21 proposals of the 49 Candidates for European Partnerships have been uploaded.
Country Report on the Participation of Belgium in European R&I Partnerships published

The ERA-LEARN Country Reports provide an analysis of European R&I partnership participation and try to explain the performance of a country in transnational collaboration within the context of the overall situation in the national research and innovation system and comparing the particular country with a number of other countries of interest, as well as the EU averages.

These reports are useful for individual organisations in the specific country as they might only have a fragmented picture of the situation or they might lack explanations for certain features that may be found in the wider R&I context. The reports are also useful for organisations in other countries that wish to learn the reasons behind the position or role of a particular country and/or learn from other countries' exemplary performances.

Inclusiveness in the European R&I Partnership Programme

ERA-LEARN has published a new Report on Inclusiveness in European R&I Partnership Programme. The report presents the results of an ERA-LEARN survey on inclusiveness targeted at H2020 ERA-NET Cofund and EJP Cofund Programme coordinators. The goal of the survey was to collect information on measures introduced by H2020 ERA-NET Cofund and EJP Cofund Programmes, in order to enhance the participation of the ‘Widening Countries’.

The survey results demonstrate that participation of Widening Countries in EU Partnerships is limited and actions are needed to strengthen it. However, only by introducing a systematic portfolio of Widening measures throughout the entire Programme cycle, the expected outcome can be obtained, namely a larger number of funded projects including organisations from Widening Countries.

Germany’s Presidency of the Council of the European Union: Website online
On 1 July 2020, Germany will assume the Presidency of the Council of the European Union and will lead the work of the Council for six months. The course of the Presidency will be different than originally planned, as there will be one dominant topic, which is the COVID-19 pandemic and its health, economic and social consequences. The overarching goal will be to tackle the challenges of the pandemic together with a focus on the future.

ERA-LEARN has been supporting networks with their monitoring and impact assessment activities for some time and its common framework for the impact assessment of transnational projects has been used successfully by numerous P2P networks. The standard online questionnaire, which is accessed easily by project beneficiaries, can benefit networks in a number of ways. It is a systematic, managed process with less transactional costs (for the P2P networks); it offers comparable results (common definition/language) between networks and for national/regional funding organisations; and optimises the availability of harmonised data for management, reporting and benchmarking. Networks can take advantage of this at any time and for any number of calls/projects, with survey results sent direct to them as both raw data and with supporting tables and charts.
