The Annual Report on Public-Public Partnerships 2024 has now been published. This 10th annual report on Public-Public Partnerships has been prepared by the ERA-LEARN project team using data provided by the P2P networks. It commences with an overview of the strategic outputs of ERA-LEARN during 2024 and then provides a statistical update on the evolving P2P landscape in relation to calls, committed budgets and transnational projects. It introduces, where possible, data related to the Horizon Europe partnerships and acknowledges the wider landscape in which both Horizon Europe and Horizon 2020 Partnerships currently sit.

Commission guidelines: Phasing-out strategies - framing the future of each European Partnership
According to the Horizon Europe Regulation, European Partnerships are required to submit a phasing-out strategy. This note sets out the framework for the exercise: it explains the purpose and importance of phasing-out strategies, outlines the timeline and steps for their development, and provides guidance to support the preparation of sound and actionable strategies that support a meaningful transition beyond Framework Programme and EU funding.
To support the partnerships the Commission is planning an online workshop dedicated to the development of phasing-out strategies on 25 September. More information will follow.

Legislative proposal for FP10 published by the European Commission
The European Commission published its proposal for the 10th Framework Programme on Research and Innovation, Horizon Europe (2028 – 2034) on 17 July 2025. According to the proposal, European Partnerships will remain an important element but will face substantial changes compared to the predecessor programme. This primarily concerns a change of the current Partnership formats them with a discontinuation of the co-funded Partnerships and introducing a different system of cooperation between the European Union, its Member States and private entities on the basis of a Memorandum of Understanding (MoU).
A first analysis of relevant parts for European Partnerships by ERA-LEARN is available on our 'Partnerships in FP10' page.

Webinar on Data Transfer for European Partnerships
On 20 June 2025, the European Commission, supported by ERA-LEARN, organised a webinar focusing on data transfer for representatives of co-funded partnerships, Article 185 initiatives and EIT-KICs under Horizon Europe. The webinar was arranged in response to the various challenges encountered in providing and uploading data from Partnerships to eCorda. Participants were guided through the templates by the DG RTD data team. Two partnership representatives explained how they managed the data transfer successfully, after which there was a Q&A session to address general queries. About 80 participants followed the webinar online. The workshop slides and recordings are now available to make the information available to all.
