Save-the-Date! Networking event for the European Partnership community in Vienna

As the next European Partnership Stakeholder Forum has been scheduled by DG RTD for 2027, after concluding the negotiations on Horizon Europe 2028-2034 , ERA-LEARN will organise a networking event for the Partnership community on 18 November 2026 in Vienna, Austria. The one-day event will start in the morning and conclude with a networking dinner in the evening. Further details on the programme, agenda and registration will be published soon on the ERA-LEARN website.

Don’t miss this half-day webinar, which offers a general introduction to co-funded European Partnerships! Designed for newcomers, it will guide participants through the operational, financial and administrative requirements for managing and implementing these partnerships while providing an overview of the tools and resources available through ERA-LEARN.
The sessions will be led by ERA-LEARN and European Commission experts, and there will be two interactive sessions where participants can ask questions and share experiences.

The reports provide detailed information on the implementation of the Joint Undertakings’ activities during the year, including progress towards objectives, calls and project portfolios, budget implementation, governance, internal control and contributions from public and private partners.

Council agrees on partial position on Horizon Europe 2028-2034
|
|
On 26 June 2026, the Council of the European Union has agreed on its partial negotiating position on Horizon Europe 2028-2034. The agreement covers both the Regulation establishing Horizon Europe and the Council Decision on the Specific Programme implementing it. It will serve as the Council’s mandate for negotiations with the European Parliament.
For European Partnerships, the message is twofold. On the one hand, the Council position confirms their continuing importance in the next Framework Programme as instruments for coordinating research and innovation investments across Europe. On the other hand, it signals higher expectations: partnerships will need to demonstrate strategic relevance, European added value, openness, transparent governance, strong partner commitments, effective monitoring and credible transition planning from the outset. The move towards a tripartite model and centrally managed single award procedures also indicates a stronger emphasis on joint ownership, simplification and harmonised implementation.

Science Europe calls for preserving the key values of European Partnerships in Horizon Europe 2028-34

Science Europe has published a position statement on the future of European Partnerships in Horizon Europe 2028-34. The statement, titled "Preserving Key Values of European Partnerships in FP10", highlights the importance of European Partnerships as instruments for international scientific collaboration, policy alignment and the pooling of national resources.

Council agrees on position on European Competitiveness Fund (ECF)
|
|
On 16 June 2026, the Council of the European Union agreed on its partial negotiating position on the regulation establishing the new European Competitiveness Fund (ECF). The ECF is planned as a central pillar of the next Multiannual Financial Framework for 2028-2034 and aims to strengthen Europe’s competitiveness, innovation capacity and strategic autonomy. The Council’s position is partial, as financial and horizontal issues are still being discussed in the broader MFF negotiations. It now forms the Council’s mandate for negotiations with the European Parliament. The final budget and detailed rules for the ECF will depend on the overall agreement on the MFF 2028-2034.

European Commission publishes Annual Report on RTD Activities and Monitoring of Horizon Europe in 2025

The European Commission has published its Annual Report on Research and Technological Development Activities of the European Union and Monitoring of Horizon Europe in 2025. The report provides an overview of the EU’s research and innovation activities in 2025 and includes monitoring data on the implementation of Horizon Europe.

Commission outlines future approach to European Partnerships
|
|
The webinar “Shaping FP10: State of Play & Preparation by the European Commission” was co-organised by CEFIC, CESAER, DIGITALEUROPE, EARTO, ERRIN, EUA and Orgalim on 2 June 2026 and brought together representatives from the research and innovation community for an exchange with the European Commission on the state of play of preparations for the next EU Framework Programme for Research and Innovation. Pauline Rouch, Director of the Common Policy Centre at DG Research and Innovation, presented the European Commission’s current thinking on Horizon Europe 2028-34. The discussion offered important insights for the European Partnership community, in particular on simplification, portfolio-building and the future role of Partnerships.
