Mandate of the GPC Working Group on the Long Term Strategy
The GPC Working Group on the Long Term Strategy of Joint Programming (WG) shall have the
objective to
- advise the GPC on addressing the long-term recommendations included in the "Evaluation of
Joint Programming to Address Grand Societal Challenges" - Final Report of the Expert Group
chaired by Mr Juan Tomas Hernani (the "Hernani report"); - on request of the GPC, take effective action in implementing those recommendations and
- support the JPIs in developing and presenting their long term strategies and commitments, in
particular in the context of the preparation of the next FP.

Mandates for GPC Implementation Groups (IG)
The GPC Implementation Groups (IG) shall have the objective to advise the GPC on the practical implementation of the recommendations provided for by the GPC ad hoc Working Groups (WG) on: Alignment; GPC and JPIs; Framework Conditions; Measuring JPIs Progress and Impact. Furthermore they shall, on request of the GPC, take effective action in implementing those recommendations.
The IGs shall be set up for a maximum period of 1 year starting in February 2015 and can be extended for equal period upon approval of the GPC Plenary.

Opinion on a renewed mandate of the High Level Group on Joint Programming (GPC)
The High Level Group on Joint Programming (GPC) has been established in 2008 as a dedicated configuration of CREST (which since then became ERAC) in order to initiate and facilitate the Joint Programming Process (JPP) as defined in the Council Conclusions of 2 December 2008 (OJ C 24 of 2009, p. 3).
Since then the GPC, according to its initial mandate, has identified ten Joint Programming Initiatives (JPIs), has developed Voluntary Guidelines for Framework Conditions for Joint Programming and has taken further initiatives in support of the advancement of the JPIs and the JPP.
Considering the current status of the JPP and the new requirements for a specific strategic advice within the European Research Area (ERA), in the view of a possible revision of its mandate, the GPC proposes that a renewed mandate could include the following tasks:

Report of the GPC Working Group on Framework Conditions for Joint Programming
The Council of the EU, in its Conclusions of 29 November 2010, welcomed the Voluntary Guidelines (VG) for Framework Conditions on Joint Programming and encouraged “their regular review in the light of new experience of the JPIs in applying them”. On the basis of this mandate by the Council, the GPC set up a Working Group to carry out such a review. With this report, the Working Group presents the results of its findings. The report attempts to point out issues with regard to the Framework Conditions which are important for the further development of JP and JPIs, with a view to significantly contributing to the enhancement of the European Research Area.

Report of the GPC Working Group on Alignment
A crucial element of the Joint Programming Process is the alignment of national and European strategies and research programmes with Strategic Research Agendas (SRAs) of Joint Programming Initiatives (JPI). The Working Group was tasked with drafting a report to the GPC with the objective of exploring the concept of alignment in order to develop a common understanding of the ways alignment is undertaken in the context of Joint Programming; producing practical recommendations to implement actions that lead to alignment and making proposals for establishing measurable targets to help monitor the progress of alignment.

Report of the GPC Working Group on GPC and JPIs
The recommendations in this report are subject to endorsement by the GPC, which mandated the establishment of the Working Group. The recommendations are based on views expressed by GPC members, JPIs and Commission officials and the Working Group would like to express its appreciation of the time taken by all concerned to provide their valuable input to this Report.
